Automatic Takeoff Thrust Control System is the mechanism that automatically sets the correct takeoff thrust for the current weight, configuration, and conditions. For a normal takeoff, this automatic thrust control must be available and active so the takeoff thrust is certified and matched to the pose of the airplane. If ATTCS is turned off, that automatic, certified takeoff thrust is not available, and the operation is not authorized because it would require manual thrust settings that do not meet the approved takeoff performance. Therefore, taking off with ATTCS off is not authorized.
